摘 要大数据背景下,社会对政府服务提出新的要求。随着电子政府的发展。我国陆续在上海、北京、等为首的部分省市展开了政府数据开放试点工作,近几年的数据开放实践证明,数据开放成就显著,同时也暴露了一些问题,尤其是在政府内部数据共享这一方面,存在许多短板。本文研究地方政府跨部门数据开放共享面临的问题,以整理性治理理论、系统论等相关理论视角进行问题归纳和分析, 结合具体案例提出了我国地方政府跨部门数据开放共享存在的问题,通过对本文使用的理论工具进行阐述,给予整体性治理进行理论分析于本土思考。主要介绍了政府内部跨部门数据开放共享的现状,包括取得的成就和存在的问题。在此基础上,详细分析了造成地方政府内部跨部门数据开放共享困难的原因,即在己有观察分析结果的基础上,以整体性治理理论为指导,将相关因素进行整合,从文化、工作、制度、技术四个方面分析问题根源。并给出了解决地方政府内部跨部门数据开放共享存在问题的对策,以前文分析为基础提出了四个方面的优化策略,即培养部门合作的文化氛围、建立跨部门数据开放共享的合作机制、完善相关保障制度、加大技术支持力度。关键词:数据开放共享;跨部门;整体性治理 AbstractUnder the big data background, the society puts forward the new request to the government service.
