浅析建筑工程造价管理及控制浅析建筑工程造价管理及控制 【摘要】工程项目是企业的主体，又是企业的基本经济细胞。企业只有把管理的重点放在工程项目管理上，通过加强项目管理，实现项目合成目标，进行项目成本控制，提高工程投资效应，才能达到最终提高企业综合经济效益的目的，求得全方位的社会信誉，从而获得更为宽阔的企业自身生存，进展的空间。施工项目管理是企业管理水平的体现和来源，直接维护和制约着企业的进展，是现代企业制度的重要组成部分。 【关键词】建筑工程；管理；造价 【Abstract】 the project is the main body of the enterprise, also is the basic economic cell of enterprises. Only the management focus on the engineering project management, by strengthening project management, realizing the project synthesis of target, project cost control, improve the investment effect, finally achieve to improve comprehensive economic benefits of the enterprise purpose, to achieve all-round social reputation, and thus survive wider enterprises, development space. Construction project management is the reflection and source of enterprise management level, maintenance and restricts the development of enterprises, is an important part of modern enterprise system. 【Keywords】 construction project; cost management; 中图分类号：TU723.3 文献标识码：A 一现状 (一)违反工程项目建设的基本程序 目前，我国有的项目对工程造价实行行政指令直接管理，匆忙建立工程项目指挥部，急于施工，搞面子工程、政绩工程、“三边”工程(边决策、边设计、边施工)，严重违反工程项目建设基本程序。很多建设单位在没有做好必要准备的情况下，急于开工，却对投资额度的要求、建筑标准的把握、设计深度的审查、招标文件和承包合同的合理与完善程度没有严格把关，造成施工中大幅变更设计，而对更改的必要性和合理性缺少相应的监督．对更改造成的损失没有相应的责任制约，致使工程造价难以得到有效的控制。 (二)施工单位虚报工程造价 目前，我国的建筑工程造价主要包括设备和工具的购置费，建筑安装工程费、工程建设及其他费用、预设费、建设期贷款利息、固定资产投资方向调节税等。...
