Construction project management is the reflection and source of enterprise management level, maintenance and restricts the development of enterprises, is an important part of modern enterprise system. 【Keywords】 construction project; cost management; 中图分类号：TU723.3 文献标识码：A 一现状 (一)违反工程项目建设的基本程序 目前，我国有的项目对工程造价实行行政指令直接管理，匆忙建立工程项目指挥部，急于施工，搞面子工程、政绩工程、“三边”工程(边决策、边设计、边施工)，严重违反工程项目建设基本程序。很多建设单位在没有做好必要准备的情况下，急于开工，却对投资额度的要求、建筑标准的把握、设计深度的审查、招标文件和承包合同的合理与完善程度没有严格把关，造成施工中大幅变更设计，而对更改的必要性和合理性缺少相应的监督．对更改造成的损失没有相应的责任制约，致使工程造价难以得到有效的控制。 (二)施工单位虚报工程造价 目前，我国的建筑工程造价主要包括设备和工具的购置费，建筑安装工程费、工程建设及其他费用、预设费、建设期贷款利息、固定资产投资方向调节税等。...
