A guide to geological engineering survey and quality control in permafrost was proposed. Several achievements were obtained from the study. First, the status quo of geological engineering zoning, classification both nationally and internationally are illustrated; and the zoning and classification methods in different conditions pertinent to the characteristics of highway projects in China are set up. Second, a pioneering analysis of geological engineering zoning under the condition of frozen soil temperature, which is the precondition of thaw collapse, was undertaken. Also the relation between roadbed stability and roadbed conditions, geological engineering conditions and environmental conditions was revealed, respectively and collectively.
