浅析建筑工程造价控制浅析建筑工程造价控制 摘要：工程造价控制效果的好坏常受到多方面因素影响，立项、设计、施工、竣工等每个过程都会影响到造价的高低。这些因素的影响作用也决定了造价管理控制时应当建立良好的管理思路，针对这一点，本文重点分析了建筑工程全过程造价控制的相关策略。通过对项目全过程造价控制与管理，尤其对设计阶段的工程造价控制与管理，以达到对整个建设项目造价控制的目的。 关键词：工程造价;造价控制;投资决策 Abstract: The quality of engineering cost control effect is often influenced by many factors, project, design, construction, completion and so on each process would affect the level of the cost. The impact of these factors effect also determines the cost management and control shall establish a good management ideas, aiming at this point, this paper focuses on the strategy of the whole process of the construction cost control. Through the whole process of project cost control and management, especially on the design phase of the project cost control and management, in order to achieve the purpose of construction project cost control. Key words: engineering cost; cost control; investment decision 中图分类号： TU723.3 文献标识码：A 文章编号： 引言 一直以来，我国普遍把控制工程造价的主要精力放在预结算上,算细帐，结果是事倍功半，控制的目的没有实现，概算超估算、预算超概算、决算超预算的"三超"现象却屡禁不止，严重困扰着建设工程投资效益管理。加强工程造价管理，就是要合理确定和有效控制工程造价，其目的不仅在于把项目投资控制在批准之内，更在于合理使用人力、物力、财力、控制固定资产投资效益。 1 投资决策阶段的工程造价控制 建设工程造价控制与管理工作贯穿项目建设的全过程，而决策阶段各项技术经济的决策，对项目的工程造价有重大影响，特别是建设标准水平的确定、建设地点的选择、工艺的选择、设备选用等，都直接关系到工程造价的高低。据有关资料统计，在项目建设各阶段中，投资决策阶段对工程造价的影响程度最高，可达到 80%－90%。因此，项目投资决策阶段的造价控制是决定工程造价的基础，...
