节能环保分类现状与进展前景节能环保分类现状与进展前景 摘要：环保产业作为战略性新兴产业之一，因应了我国转变经济进展方式、建设资源节约型社会和环境保护型社会的要求。环保产业概念的诞生经历了一个长期的进展过程，其由狭义向广义的扩展也体现了认识和观念上的变化。正确认识环保产业，对于厘清进展思路和方向具有重要的现实意义。 关键词：节能环保；环保产业；环保工业；分类 Abstract: The environmental protection industry is one of the emerging industries of strategic importance, due to the transformation of the mode of economic development, China's construction of a resource-saving society and environment protection type society. The birth of the concept of environmental protection industry has experienced a long process of development; the narrow sense to generalized expansion reflects the change of ideas. A correct understanding of the environmental protection industry has important practical significance to clarify the development ideas and directions. Key words: energy saving and environmental protection; environmental protection industry; environmental protection industry; classification 中图分类号： TE08 文献标识码：文章编号： 引言:我国节能环保产业目前并没有单独的统计门类，节能环保产业主体并不明确，因此带来产业政策无法有效落地等使产业进展滞后的问题。目前，由国家发改委起草的《节能环保产业进展规划》（以下简称规划）已经形成征求意见稿，正待修改完善后上报国务院审批，规划对节能环保产业的分类给出了清楚界定。 1. 环保产业的提出及概念演变 20 世纪 70 年代，城建、机械、冶金、化工、煤炭、轻工、纺织、卫生等部门开始建立以机械加工为基础的环保装备车间，以满足本部门安全生产和劳动保护的需要。这些产品包括污水治理净化设备、消烟除尘设备以及人体劳动保护装备等。环境是与卫生一词联系在一起使用的。人们对清洁卫生环境的需求源于对疾病防治和对健康的重视。 1990 年，国务院环境保护委员会发布《关于积极进展环境保护产业若干意见》的通知，标志着环保工业的概念被环保产业替代。不久，中国环保工业协会也改名为中国...
