Key words: the communist youth league organizations grassroots function, present situation, the countermeasures 作为企业群团工作的一个重要组成部分，共青团工作在指导青年成长、活跃职工生活、增进企业凝聚力、提高企业战斗力、促进生产经营方面一直发挥着积极作用。但是，随着上个世纪 90 年代市场经济体制逐渐完善，企业结构不断调整，给共青团工作带来了巨大挑战。受市场经济改革暴风骤雨的影响，七十一处组织形式和管理方式也发生了很大变化，所有工作围绕“生产经营”开展，共青团工作面临种种问题与困难。如何走出现状，发挥共青团组织在基层应有的职能与作用，是我们需要深思的问题。 七十一处团委下属团支部 35 个，团员 364 名。自市场经济改制以来，七十一处克服艰难围绕生产经营求进展，共青团在企业中的地位无论与以前相比还是与其他群众性组织相比都大大降低，加之人才流失严重，团员人数减少，团员流动性强，团委干部多为兼职，团组织力量被大大弱化，活动开展力度减小，直接导致团员意识淡薄，共青团工作开展一度处于半瘫痪状态。近年来，随着企业迅速进展，作为国有企业的基础组织，强化团建工作迫在眉睫，在这样的背景下，七十一处坚持党建带团...
