PPP项目风险分担研究综述

PPP 项目风险分担讨论综述摘 要本文通过整理和分析大量文献,将目前国内外对于 PPP 项目风险分担的讨论归纳总结，并从 PPP 的概念界定、风险分担原则和风险分担框架和方法等方面进行阐述，得出目前讨论的现状和不足，即风险分担的讨论主体主要集中在政府和私人两个部门，对于风险分担的讨论过程主要集中在初步分配和全面分配阶段,从而指出未来的讨论方向。关键词：PPP，风险分担，综述A Literature Review of PPP Project Risk Allocation AbstractIn this paper, we summarized the current research production of risk allocation of PPP （Public-Private Partnership） project by means of sorting and analyzing lots of literatures. We expounded PPP’s concept ， risk allocation principle and risk allocation framework, etc。 and came to a conclusion on its status and the lack of research——Risk allocation research subjects are mainly concentrated in the government and private two departments, and only initial allocation and overall allocation phase were mainly researched. And then we pointed out future research directions.Key words： PPP, risk allocation, literature review引 言PPP（Public Private Partnership）模式作为一种融合政府和社会资本的有效方式，在世界上各个国家和地区越来越受到广泛的重视.我国自 1995 年实施第一个由国家计委正式批准的 BOT 试点项目以来，PPP 在我国已经得到了长足的进展。“一带一路"战略的提出同时给了 PPP 项目新的进展空间.风险分担作为PPP 项目成功与否的决定性因素,已经被国内外学者予以重视并进行了深化的讨论。第1章概念界定1。1 PPP 项目PPP（Public-Private Partnership，公私合作伙伴关系）这一概念于 20 世纪 90年代在英国被提出，泛指公共部门通过与私营部门建立伙伴关系提供公共产品或服务的方式。PPP 具有广义和狭义两种含义.广义的 PPP 即是期字面意思,“公私合伙制”；而狭义的 PPP 可以理解为一系列项目融资模式的总称 ,包含BOT、TOT、DBFO 等多种模式。我们这里提到的 PPP 主要是指狭义的 PPP。值得注意的是，在有的文章中将 PPP 与 BOT（这里只是拿 BOT 举例子，也有可能是其它模式如 BT,BOOT ...
