加强培训老师能力建设提高企业安全教育水平加强培训老师能力建设提高企业安全教育水平 柳红卫 工程师［摘要］：安全培训老师是一种神圣的职业,是人类科学安全文化、安全理念的践行者和传播者.开展生产经营单位从业人员安全培训工作是预防和控制安全生产事故、减少人员伤亡和事故损失的重要基础性工作。安全培训是为了提高学员的学习能力、实践能力和创新能力，从而引导和转变广阔学员的安全生产意识和行为，提高企业安全生产绩效，促进社会和谐稳定进展。［关键词]：安全生产 培训 老师 能力建设Ability Improvement for Trainers and Safety Promotion of EnterprisesLIU Hong-wei（Guangdong Technology Center of Work Safety, Guangzhou Guangdong 510060, China)Abstract: Safety trainer is not only a sacred profession, but also a performer and transmitter of human safety culture and safety theory。 Safety training for employed persons in the production and business is an important and basic work to prevent and manage accidents， decrease casualties and accident loss。 By improving trainees’ ability of learning, practice and innovation, and their awareness and behaviors， safety training is a way to improve enterprise performance and promote a harmonious society。Key words： work safety; training； trainer； ability improvement1 引言 安全生产教育培训是《安全生产法》等法律法规给予各级人民政府和广阔生产经营单位的重要职责,《安全生产法》明确要求生产经营单位的主要负责人、安全管理人员和从业人员必须经过相应的安全培训和教育，保证具备必要的安全生产知识和管理能力,熟悉有关的安全生产法律法规、规章制度和安全操作规程.据不完全统计，我国 80％以上的生产安全事故，是由于企业负责人的安全生产法制观念和责任意识淡薄，员工安全基础知识不足，未能掌握其岗位风险特征和安全操作技能，在紧急情况下缺乏快速应急避险和自我保护能力造成的。由此可见，安全生产教育培训工作是生产经营单位安全管理的重要组成部分，是提高从业人员安全素养、安全生产技能、强化安全意识和预防事故的有效途径,是搞好安全生产工作的治本之策,是建立安全生产长效机制的重要措施。 众所...
