中国公路发展计划与 ITS 发展纲要摘 要中国是当今世界上公路建设速度最快的国家，根据中国的“九五”计划和 2010 年发展纲要，交通部计划用 30 年左右的时间完成公路主骨架、水运主通道、港站主枢纽和支持保障系统的规划建设。这一期间正是 ITS 在全世界进入全面实施的阶段，因此，中国也需要根据中国公路运输的实际需求探讨在中国的公路运输网中应用智能运输系统来提高运输效率、保障安全和保护环境。本文简要介绍了中国公路发展的规划，并且在目前的公路建设成就和未来的公路运输规划这个背景下探讨建设道路和发展 ITS 二者之间的关系，讨论了进行道路基础设施建设的同时发展 ITS 的必要性，而且在某些地区和领域应该优先实施。关键词 智能运输系统，公路运输，发展战略China Road Development Plan and ITS Development OutlineABSTRACTNow the road construction speed of China is highest in the would. Base on “The Socio-Economic Development in the Ninth Five-year Plan and the Long -term Objectives up to the Year of 2010”, the government plans to complete the construction of the planed major highway network, main waterway corridors, key port terminals/stations as well as the support system in 30 years or even in a longer period of time. It is at the same period that ITS will come into full deployment in the would. A challenge we are going to address is how to simultaneously and coordinately develop our road infrastructure and ITS to promote transport efficiency, improve traffic safety , and reduce environmental impacts.
