建筑业农民工欠薪问题的成因与治理摘 要农民工欠薪问题已成为我国严重的社会问题，在建筑业方面尤为突出。农民工是我国新型城镇化的主力军，是我国现代化建设的重要推动者。然而他们的合法权益经常无故受侵犯，工资无故被拖欠。它易引发群体事件、恶化劳资关系、侵害农民工生存权与人权等问题。欠薪问题成因错综复杂，涉及各个层次领域，所以本文试图从农民工自身、政府职能部门、建筑企业、包工头、社会机构等方面来探讨农民工工资被拖欠的成因和解决之道。建筑业农民工欠薪可归因于包工头自身、分包体制、劳动法制不健全等问题；深层的影响因素却是城乡二元体制下的农民工的尴尬境遇、改革政策中的劳资失衡以及社会信用体系的缺失等。治理欠薪问题的思路包括欠薪入罪、司法与行政治理、设置工资保障基金会、确立工资优先权等。关键词：农民工;建筑业;欠薪问题AbstractThe problem of migrant workers of migrant workers has become a serious social problem in China, especially in the Anti of construction industry.
