农村土地流转中农户生计问题分析－以陕西省榆林市为例AbstractLand resources is both the basis of livelihood resource and the cornerstone of life and contentment.Becourse the transfer of the management right of rural land is increasing, we have to face many problems such as the protection of the rights and interests of farmers, issues for the movement of labor, social stability and so on. This paper analyzed the connotation of the circulation of land management right by the practice of rural land transfer in China in recent years.With the specific area as an example, it has pointed out and discussed the farmers' realistic problems and system defects appeared in the process. Then puts out solutions from aspects for transformation of farmers' employment concept, improving the adaptability of rural transfer labor, improving and innovating the social security system of landless farmers, increase investment in the construction to solve the problems of the livelihood of landless farmers.Keywords: Land transfer ; Farmers livelihood; Compensation mechanism；Full employment 一、农村土地流转的现状（一） 农村土地流转的内涵土地流转的涵义包括流转土地所有权和土地承包经营权的转让，即农民或土地承包经营主体将自己拥有的土地使用权转让给别的经营主体。现在我们应用最多的是转让土地的经营权，即在非亲友间进行的，用现金支付，转让或出租土地的使用权。（二） 农村土地流转的三维度分析1.农民权益维度对于农民来说，支撑家庭一切的生活开销费用都是靠种地得来的。而把土地的使用权让给别人，农民自己的生活就失去了保障。充分保障农民权益是促进农村土地使用权的有序流转最有效的办法，不管是谁，不管什么时候都不能无视农民的存在和他们的利益需求。主要要做到以下几点：一是使农民权益不受到损害，使他们的权利有法可依，使农民的收入增加，使得农村和城市不再有收入差距。二是按农民的想法实施土地流转，各级地方官员必须以农民的想法为主，不能违反农民的想法而流转土地使用权。三是发...
