Section3:Option1Phase1Implementation(Logistics)3.1SummaryOraclehasrecognizedtheHONGKONGTELECOMrequirementtomeetY2000compliancewithinitsLogisticsInformationSystem.Oraclethereforeproposesanapproachtoprovidethatcomplianceandminimizeoperationalchangefordaytodaybusinessoperations.InOption1forimplementationofanewLogisticssystem,legacysatellitesystemswillremainunchangedandtoaminimumextentinterfacedtothenewLogisticsSystem.ThisapproachbuildsafoundationforfurtherimprovementsusingOracle’sproductsandservicesandisarelativelysafewaytomeetshorttermgoalsandalsosatisfylongtermstrategicobjectiveswithacosteffectiveprogram.Oraclealsorecognizesthecomplexityinbuildinginterfaceswithanumberoflegacysystems,andrecommendsHONGKONGTELECOMworkwithOracleincreatingtheseinterfacesinarapidtimeframe.Option1Phase1LogisticsoftheBusinessSupportSystemwillbepositionedasthecoreelementofHongkongTelecom’sintegratedinformationsystemwhichwillallowLogisticsoperationalanalysisandforecastingatboththemanagementandoperationallevel.ThecoreoftheOption1Phase1solutionistheOracleDistributionapplicationsmodules.Theseapplicationsoftwaremodulesare“offtheshelf”applicationswhichsupportthebusinessactivitiesofOrderManagement,Purchasing,SupplyChainPlanningandDistribution.TheseapplicationshavebeenbuiltusingstandardOracleDeveloper/2000onOracleRDBMS.Surroundingthiscorepackagewillbeaminimumsetofcustomextensionstosupportagreeduponfunctionalitygapsnotsupportedbytheproposedapplications.InitiallythesegapswillbecarefullyreviewedforOption1Phase1impactwithadesiretominimizeriskandrealizeafasterimplementation.CustomextensionswillbedevelopedusingOracleDeveloper/2000forconsistencyintheuserinterface.3.2ScopeAwell-definedscopeestablishestheparametersandoutcomesoftheproject.ThissectionpresentsourcurrentunderstandingofHongkongTelecomrequirementstoaddressthestatedsystemneeds.ThescopeofthisproposalisbasedontheRequestforProposalinformation,interviewswiththekeyusersfromthemainbusinessfunctions,andothercorrespondenceonthissubject.WehavereferredtotheHongkongTelecom“RequestedScopeAndStrategyForQuotationFromSuppliers”dated3October1997,whichisoutlinedinthefollowingsections.InOption1Phase1oftheproject,OraclewillimplementOracleLogisticsmodulesforHONGKONGTELECOMLogisticsPMOfunctionalityandreplacethecurrentD&BLogisticsSystems.InternalinterfaceswithexistingLogisticssatellitesystemswillbeincludedandexternalinterfaceswithotherlegacysystemswillbecreated.Moreover,interfacebetweenD&BGeneralLedgerandOracleGeneralLedgerwillbebuilt.3.2.1IncludedinScopeOracleApplicationsModules-Section3.3InternalSatelliteSystems-Section3.4Extensions-Section3.5Interfaces-Section3.6Reports-Section3.7Training-Section3.9ProjectMilestones-Section3.10ProjectOrganization-Section3.11ProjectGanttChartandCriticalPath-Section3.12ProjectTeam(OracleandHKT)ResourceEstimate-Section3.13KeyDeliverables-Section14.23.2.2OutofScopeAreasThescopeofworkinthisimplementationproposaldoesnotincludeanytasksoractivitiesrelatedtothefollowing:DataConversionThistaskinvolvesextractingthedatafromthein-housesystemandloadingitintotheOracleApplications.ThistaskwillnotbeperformedbyOracleConsultingService(OCS).AflatfileformatwillbesuppliedtoHKTbytheOCSprojectteamanditwillbetheresponsibilityofHKTtosupplytheconversiondataintheASCIIfileformatprovidedandloadthisintotheOracleApplication.Itistheresponsib...
