摘要中小企业的发展在新城镇建设离不开发展城镇经济，新型城镇化新型城镇化背景下黑龙江省中小企业经营发展中尤为重要，本文通过对黑龙江新型城镇化发展背景，对其中小企业经营存在的融资难等问题进行探讨，并提出其经营的建设意见和建议。城镇化进程逐步按照计划，不断推进，已经在“合理布局、心大带小、统筹规划、完善功能”这几大原则的引导下，逐步形成了较大的城市辐射圈。新型城镇化新型城镇化背景下黑龙江省中小企业经营发展中尤为重要，黑龙江是中国发展背景下中小企业经营的主战场和重要试验台，研究其新型城镇化背景下中小企业经营对我国中小企业经营发展会产生深远而有益的影响，所以，从科学的角度探讨新型城镇化背景下黑龙江省中小企业经营存在的问题及对策，是促进黑龙江新型化城镇背景下中小企业发展的原动力，不仅对黑龙江的新型城镇化背景下中小企业经营有重要意义，对于我国其它地区中小企业的背景下中小企业经营和发展都有深远作用。本文的研究结论有：新型城镇化背景下黑龙江省中小企业经营中存在的问题，包括黑龙江新型城镇化总体发展水平滞后、黑龙江新型城镇化结构体系不合理和中小企业融资难的问题；对新型城镇化背景下黑龙江省中小企业经营对策提出建议，分别从产业政策和规模方面、提高中小企业就业质量方面和融资方面进行探讨。关键词：黑龙江；新型城镇化；中小企业AbstractThedevelopmentofsmallandmedium-sizedenterprisesinthenewtownconstructioncannotdowithoutthedevelopmentofurbaneconomy,newurbanizationbackgroundurbanizationisparticularlyimportantinHeilongjiangProvinceunderthesmallbusinessdevelopment,thisarticlethroughtotheHeilongjiangnewurbanizationdevelopmentbackground,discussestheexistenceofsmallbusinessfinancingdifficultproblems,andputforwardopinionsandsuggestionstheirbusiness.Theprocessofurbanizationgraduallyaccordingtotheplan,promote,hasbeeninthe"reasonablelayout,theheartisbigwithsmall,overallplanning,improvethefunctionof"thebigundertheguidanceoftheprinciple,andgraduallyformedacircleofbigcity.NewurbanizationbackgroundurbanizationisparticularlyimportantinHeilongjiangProvinceunderthesmallbusinessdevelopment,HeilongjiangisthemainbattlefieldoftheSMEbusinessChinesedevelopmentbackgroundandimportanttestbench,themodelofmanagementinsmallandmediumsizedenterprisesunderthebackgroundofurbanizationimpact,far-reachingandbeneficialtothemanagementanddevelopmentofChinesesmallandmedium-sizedenterprisesso,fromascientifictheperspectiveofSMEsoperatinginHeilongjiangProvinceunderthebackgroundofnewurbanizationproblemsandcountermeasures,isthemotivepowerofpromotingthedevelopmentofsmallandmedium-sizedenterprisesinHeilongjiangunderthebackgroundofnewtowns,notonlythemanagementofsmallandmedium-sizedenterprisesofnewtypeofurbanizationofHeilongjiangunderthebackgroundisimportant,hasafar-reachingeffectonthesmallandmedium-sizedenterprisemanagementanddevelopmentofsmallandmedium-sizedenterprisesofotherareaunderthebackgroundofChina's.Theconclusionsofthisstudyare:underthebackgroundofnewurbanizationinHeilongjiangprovincesmallandmedium-sizedenterprisemanagementproblems,includingHeilongjiangnewurbanizationlag,theoveralllevelofdevelopmentofHeilongjiangnewtownstructuresystemisnotreasonableandthesmallandmedium-sizedenterprisefinancingdifficultproblem;suggestionsforsmallandmediumenterprisesinHeilongjiangProvinceManagementCountermeasuresofnewurbanizationbackground,respectively.Fromtheindustrialpolicyandthescaleofsmallandmedium-sizedenterprises,improvethequalityofemploymentandfinancingaspects.Keywords：smallandmedium-sizedenterprisesinHeilongjiangnewtown目录第1章概述.......................
