某某城市“城中村”旧城改造中存在的问题及对策研究摘要：中国改革开放以来，我国经济得到了飞速发展，城镇化进程取得了巨大的成就。城镇化的快速推进，人口数量快速增加，城市“老龄化”程度严重，城市功能逐渐不能够适应发展需要，基础设施设备日渐落后，城市结构日趋混乱城市环境恶化问题逐步显现，城中村改造也进入了飞速发展阶段。各级政府加大了对城中村改造的重视程度，把城中村改造纳入了城镇建设的重要日程。城中村改造工作是一项十分复杂艰巨的社会系统工程，涵盖政策性、经济性、群众性，涉及到政府、开发商、居民等多方利益，政府、开发商和被拆迁人的利益彼此之间都存在直接关系。城中村改造的成功与否关系到城市整体发展的推进，是我国重要的民生工程。目前来看，这项民生工程还存在很多问题，主要表现在政府改造旧城盲目性大、规划不健全、城市配套功能不足，在拆迁过程中政府职能错位、政府对拆迁的标准制定过低、政府自身财力不足等。深究其原因，最根本的还是政府行为在现阶段政治经济制度下，政府在城中村改造中起到的主要作用不明确有关。所以，要研究城中村改造的对策就更应该站在政府的角度，对更好解决城中村改造出现的诸多问题具有理论意义和现实价值。关键词：城中村；旧城改造；问题；建议Abstract:sinceChina'sreformandopeningup,China'seconomyhasbeenrapiddevelopment,urbanizationprocesshasmadegreatachievements.Therapidprogressofurbanization,therapidincreaseofpopulation,theseriousdegreeofurban"aging",theurbanfunctiongraduallycannotmeettheneedsofdevelopment,theinfrastructureequipmentisincreasinglybackward,theurbanstructureisincreasinglychaotic,theproblemofurbanenvironmentdeteriorationgraduallyappears,theurbanvillagereconstructionhasalsoenteredtherapiddevelopmentstage.Governmentsatalllevelshavepaidmoreattentiontothereconstructionofurbanvillagesandputthereconstructionofurbanvillagesintotheimportantagendaofurbanconstruction.Urbanvillagereconstructionisaverycomplexandarduoussocialsystemproject,coveringpolicy,economyandmass,involvingtheinterestsofthegovernment,developers,residentsandotherparties.Theinterestsofthegovernment,developersandtheevictedpeoplearedirectlyrelatedtoeachother.ThesuccessofurbanvillagereconstructionisrelatedtothepromotionofurbandevelopmentasawholeandanimportantlivelihoodprojectinChina.Atpresent,therearestillmanyproblemsinthislivelihoodproject,whicharemainlymanifestedintheblindnessofthegovernmentinthereconstructionofoldcities,theimperfectplanning,theinsufficientsupportingfunctionsofthecity,thedislocationofgovernmentfunctionsinthedemolitionprocess,thelowstandardsofthegovernmentfordemolition,andtheinsufficientfinancialresourcesofthegovernment.ThemostfundamentalreasonisthatthegovernmentACTSunderthecurrentpoliticalandeconomicsystem,andthemainroleofthegovernmentinthereconstructionofurbanvillagesisnotclearlyrelated.Therefore,tostudythecountermeasuresofurbanvillagereconstructionshouldbemorefromtheperspectiveofthegovernment,whichhastheoreticalsignificanceandpracticalvalueforbettersolvingtheproblemsofurbanvillagereconstruction.Keywords:urbanvillage;Urbanrenewal;Problem;advice1绪论1.1研究背景改革开放39年来，中国经济高速增长，城市空间呈现几何倍增长速度，中国城镇化速度领西方国家叹为观止。随着城镇化的快速推进，使城市人口数量也随之增加，城市“老龄化”加重，城市“老龄化”程度严重，城市功能逐渐不能够适应发展需要，基础设施设备日渐落后，城市结构日趋混乱城市环境恶化问题逐步显现。这些现象表明旧城区若不进行改造，将不能适应和满足城市现代化对高效、快捷、便利、集中的发展需求，并且对城市环境和形象也存在打击性破坏。所以，必须对旧城区进行有序优质的改造...
