摘要在当今社会文明高度进步，社会经济飞速发展的形势下，公众已经逐渐地成为社会活动的主要参与者与监督者，政府的治理则必须要以社会公共需求为导向，这样才能满足时代的发展要求。建设服务型政府，已成为我国公共行政改革的主导方向与重要目标选择，对此我国的各级政府一在改革中达成了一定的共识。但是，从理论上看，我国服务型政府建设的理论相对较落后于实践，对服务型政府建设上的认识十分模糊不清，从而成为制约我国服务型政府建设实践的突出问题。另外，从实践上看，我国政府治理还存在着一些亟待解决的问题。因此，如何能够建立起公众满意的政府，目前我国在建立服务型政府的道路上存在哪些问题，如何去扫清这些障碍，并找到适合在中国国情的公共服务型政府创新发展的举措，对我国服务型政府建设有着极为重要的研究价值。我国服务型政府构建是一项系统工程，涉及到行政体制改革的各个方面。在建设服务型政府的过程中，要求我们既要大胆吸收国际经验，又要立足基本基本国情，形成具有中国特色的新的服务型政府[1]。关键词：政府治理；服务型政府治理；地方政府治理研究AbstractInthepresentsituationofhighprogressofsocialcivilizationandrapidsocialandeconomicdevelopment,thepublichasbecomethemainparticipantandsupervisorofsocialactivities.Governmentgovernancemustbeguidedbysocialandpublicneedstomeettherequirementsofthedevelopmentofthetimes.Theconstructionofservice-orientedgovernmenthasbecometheleadingdirectionandimportantgoalchoiceofChina'spublicadministrationreform.However,intheory,thetheoryoftheconstructionofservice-orientedgovernmentinourcountryislaggingbehindthepractice,andtheunderstandingoftheconstructionofservice-orientedgovernmentisobscure,whichhasbecomeaprominentproblemthatrestrictstheconstructionpracticeofservicetypegovernmentinourcountry.Inaddition,fromthepracticalpointofview,therearestillsomeproblemstobesolvedinourgovernmentgovernance.Therefore,howcanweestablishthegovernmentwiththesatisfactionofthepeople,whatproblemsexistontheroadofestablishingaservice-orientedgovernmentinChina,howtocleartheseobstacles,andfindthemeasuresfortheinnovationanddevelopmentofthepublicservicetypegovernmentsuitableforthenationalconditionsofChina,whichhasaveryimportantresearchvaluefortheconstructionoftheservice-orientedgovernmentinourcountry.Theconstructionofservice-orientedgovernmentinChinaisasystematicproject,whichinvolvesallaspectsofthereformofadministrativesystem.Intheprocessofbuildingaservice-orientedgovernment,weshouldnotonlyboldlyabsorbtheinternationalexperience,butalsobaseonthebasicnationalconditions,andformanewservicetypegovernmentwithChinesecharacteristics[2].Keywords:governmentgovernance;service-orientedgovernmentgovernance;localgovernmentgovernanceresearch第1章绪论选择这一课题的依据是：近些年来，我国政府行政体制改革不断深化，逐步向服务型政府转变。深化行政审批制度，减少行政审批程序，简化政府部门，都是转变服务型政府的途径。但是，在这个过程中仍然存在着一些问题，因而需要通过研究和酝酿，从而找出问题并且提出相对应的对策。从理论意义上来看，在理论方面有利于丰富新公共服务理论，为新公共服务理论的引导和研究提供更多素材。近几年来，国内外学者对新公共服务理论下的政府改革的研究已经十分丰富，但是针对具体的各国情况的研究仍然存在不足之处。本文针对张家港市政府服务中心出现的问题与不足，提出相应的解决措施和办法，有利于丰富新公共服务理论的研究以及模式构建。从现实意义上来看，中国的服务型政府建设正面临着一系列问题，需要理性地反思服务型政府建设的困境，分析其原因,从而扬长避短，使得进一步德促进我国服务型政府的建设目标早日实现。本论文将理论与实践相结合，具有较大的现实指导价值和意...
