我国城镇住房保障制度研究摘要住房是一个人赖以生存的基本要素，享有适当的住房权属于基本人权。因此保证公民实现“居者有其屋”成为各国行动中的一个基本准则。建立和完善住房保障制度关系到我国改革、发展与稳定的大局，、关系到人民群众能否安居乐业的切身利益，关系到住房市场化改革的顺利推进，关系到建立、住房新体制的进程，具有重大的经济和社会意义。建立完善的城镇住房保障制度，是对市场机制的必要补充，也是国家社会政策与社会保障制度的重要组成部分。为实现社会公平，政府必须采取有效措施帮助中低收入阶层解决住房问题。我国目前初步形成了现行的城镇住房保障制度，主要包括廉租房、经济适用房及住房公积金制度三个方面。现行的住房保障制度对解决中低收入家庭的住房问题起到了较大的作用但是由于起步晚，发展慢，仍然很不成熟，存在着较多问题，使得住房保障没有发挥其应有的作用，在一定程度上甚至恶化子现存的住房难问题。尤其是在财政金融领域，没有相应的配套政策来促进住房保障制度的实施。而国外一些发达国家由于较早就开始实行住房保障制度，各方面机制相对比较健全，有很多值得我们学习和借鉴的地方。因此如何结合我国的实际情况，构建一个适合国情的相对完善的城镇住房保障体系，是当前急待解决的一个重大问题。关键词：城镇；住房保障；制度ResearchonChinasurbanhousingsecuritysystemABSTRACTHousingisoneofthebasicsurvivalfactors,accesstoadequatehousingrightbelongstothebasichumanrights.Therefore,toensurethecitizenstorealize"homeownership"hasbecomeabasicprincipleinaction.Establishandimprovehousingguaranteesystemtoourcountryreform,developmentandstableoverallsituation,mattertopeopletoliveandworkinpeace,thepersonalinterestinrelationtothehousingmarket,theadvanceofreform,relatedtotheestablishmentofthenewsystemofhousing,theprocess,withgreateconomicandsocialsignificance.Establishandimprovetheurbanhousingsecuritysystem,itisnecessarytothemarketmechanism,butalsothenationalsocialpolicyandanimportantpartofsocialsecuritysystem.Inordertorealizethesocialjustice,thegovernmentmusttakeeffectivemeasurestohelplow-incomepeopletosolvethehousingproblem.Ourcountryispreliminaryformedtheurbanhousingsecuritysystem,includinglowrenthousing,affordablehousingandhousingaccumulationfundsysteminthreeaspects.Thecurrenthousingsecuritysystemtosolvethehousingproblemsoflow-incomefamilieshasplayedalargerrole,butbecausestartlate,progressisslow,isstillnotmature,therearemoreproblems,thehousingsecuritydidnotplayitsduerole,toacertainextentevenworsenexistinghousingproblemchild.Especiallyinthefinancialfield,thereisnocorrespondingpoliciestopromotetheimplementationofhousingsecuritysystem.Whilesomeforeigndevelopedcountriesduetoearlyimplementationofhousingsecuritysystem,thesystemisrelativelyperfect,therearemanyworthyofourstudyandreference.Sohowtocombinetheactualconditionsofourcountry,buildasuitableconditionsrelativetoimprovetheurbanhousingsecuritysystem,isthecurrenturgentneedtosolveamajorproblem.Keywords:urbanhousingsecurity;system;目录1.前言................................11.1研究的背景.............................................................11.2研究意义...............................................................11.3研究的方法和内容.......................................................12．城镇住房保障制度理论基础...................................................32.1城镇住房保障制度概述...................................................32.1.1城镇住房保障制度涵义...............................................32.1.2城镇住房保障制度基本功能...........................................32.1.3...
