浅析政府职能定位及其对企业的管理摘要在现在的全球市场中，各种各种的竞争越来越激烈，除开一些大型企业，普通的中小型企业是经济发展的主要支柱，在全球的经济以及科技的发展方面起到主要作用。对于技术的创新提供就业机会的方便更是中流砥柱。我国现在中小型的普通企业已经达到了整个市场上企业的99%，虽然数量很多，但是这些企业的发展和生存却越来越艰难。一遍，普通的中小型企业本身的资源和能力不足，也就造成了它们发展十分有限；另一边，由于经济转型，它造成了政策和措施在各个方面都不够完善，造成普通的中小型企业的发展道路越发渺小，也越来越少。基于现在的真实环境之下，寻找普通的中小型企业要如何借助外面的资源来弥补自身的不足的方法，就十分有必要。在企业的外部环境里，政府的相关机构是和企业最直接最主要的利益相关者，它能通过设定市场规则，改变市场规模，起草相关的法律法规，征税或者为企业提供补贴等一系列动作来对企业的绩效进行影响，是政府资源的主要来源。政府机构之所以是企业外部环境中最主要和最不稳定的因素，是因为它掌握着市场经济中的关键资源配置。所以，图和从政府机构中获得政府资源是我国普通的中小型企业都必须面对和解决的一个难题，它对企业的反正有着重要的作用。本文在分析了政府对企业管理的现状之后，找出了其中存在的问题，并且根据问题给出了相应的对策，为我国政府和企业之间的合作提出了建设性意见。关键词：政府企业企业管理DiscussionOnTheFunctionsOfTheGovernmentAndManagementOfTheEnterpriseAbstractInarapidlychangingandhighlycompetitiveglobalmarket,alargenumberofordinaryenterpriseshavepromotedthedevelopmentofeconomyasawhole.Theyarethemajordrivingforceofglobaleconomicgrowthandtechnologicalprogress.Theyareevenmoredecisiveintermsofeconomicdevelopment,technologicalinnovationandemploymentattractionRole.InChina,thenumberofordinaryenterpriseshasreachedmorethan99%ofthetotalnumberofregisteredenterprises,butitssurvivalanddevelopmenthavebecomemoreandmoreobstructiveinrecentyears.Ontheonehand,therestrictionofordinaryenterprises'ownresourcesandcapabilitiesdepressestheceilingoftheirdevelopment;ontheotherhand,theparticularityofthetransitionaleconomyleadstoimperfectpoliciesandmeasuresinallaspects,whichnarrowsthesurvivalchannelsforordinaryenterprisestoseekdevelopment.Insucharealisticenvironment,itisevenmoreimportantforordinaryenterprisestomakeupfortheirshortcomingswiththehelpofexternalresources.Governmentagencieshavealwaysbeenthemajorstakeholdersintheexternalenvironmentofenterprises.Theycanaffectcorporateperformancebyformulatinglegalpolicies,changingmarketsize,settingmarketrules,collectingtaxesorprovidingsubsidies,andarethemainprovidersofpolicyresources.Thegovernmentofourcountryhasabsolutecontrolovertheallocationofmarketeconomyandkeyresources,whichdeterminesthatitwillinevitablybecomethemostimportantandunstableexternalenvironmentalfactoroftheenterprise.Therefore,howtoeffectivelyobtainthegovernmentresourcesneededforitsowndevelopmenthasnaturallybecomeanimportantissueandchallengeforordinaryenterprisesinourcountry,whichisofgreatsignificancetothesustainabledevelopmentofenterprises.Thispaperanalyzesthegovernment'scurrentsituationinthemanagementoftheenterprise,findsouttheproblemsexistinginthemanagementofthegovernmentfromthegovernment,andgivesthesolutionstotheproblems.Itputsforwardconstructivesuggestionsforthecooperationbetweenourgovernmentandtheenterprises.Keywords:Government,Business,ManagementofBusiness目录一、相关概念与理论基础..............................................................................................1（一）相关概念............
