摘要发展小城镇是绵阳加快城镇化道路的重要途径，通过城市化的发展可以实现区域协调发展、城乡一体化的关键。小城镇化优越性越来越明显，它对于一个地区的生产力的均衡地配置有着重要的作用，同时对当地农村社会经济的发展起到带动的作用，通过城镇化的发展可以将城市中的生活方式的优越性与农村的生活环境结合起来，为小城镇的人们提供一种自然而又城市化的生活氛围。由于我国的中心小城镇大多集中在城市周围，小城镇也成为城市与效区的有机结合点。在这个结合点上，大城市的经济优势得到了进一步的拓展，小城镇的资源、人力和环境优势成为城市发展的良好基础。所以说在城市发展的过程中，近郊小城镇的发展将起到非常重要的作用。本文结合笔者自已的工作经验，对现阶段绵阳市中心小城镇在城市规划方面的特殊性及存在问题进行了分析，探讨了产业布局及工业用地规划建设、住宅区建设对中心小城镇建设的影响，研究了小城镇资源优势和特色营造、公共服务设施建设等方面的问题并对其发展趋势进行了预测，对今后绵阳市小城镇规划建设及相关政策的调整提出了建议。为增强绵阳市小城镇的发展后劲、促进本市小城镇经济和社会的可持续发展、制订绵阳市小城镇规划标准和领导者的科学决策等，提供了基础数据和技术支持。关键词：绵阳市；小城镇规划；城镇化AbstractThedevelopmentofsmalltownsisanimportantfeatureofMianyang'surbanizationroad,isthekeytorealizethecoordinateddevelopmentofregional,urbanandruralintegration.Thesuperiorityofsmalltownsisaseveryoneknows.Itisconducivetothereasonableconfigurationofproductivityineconomicarea,conducivetothedevelopmentofruraleconomy,canmaketheadvantagesofcitylifestylewiththesuperiorityofthesmalltownlivingenvironmentperfectcombination.Suburbantownsbecauseofitsuniquegeographicallocationconditionsandperfectindustryandagriculturebase,becomethecityandsuburbanorganiccombinationofpoints.Atthisjuncture,bigcityeconomicadvantagehasbeenfurtherexpanded,thesmalltownofresources,humanandenvironmentaladvantagesandbecomeagoodfoundationforthedevelopmentofthecity.Sointheprocessofurbandevelopment,thedevelopmentofsuburbansmalltownswillplayaveryimportantrole.Thisarticleunifiestheauthortheirownworkexperience,theparticularityofthepresentstageMianyangcenterofsmallcitiesandtownsinurbanplanningandtheexistingproblemswereanalyzed,discussedtheindustriallayoutandindustrialland,planningandconstruction,theconstructionofresidentialimpactontheconstructionofsmalltowncenter,researchofsmalltownresourceadvantageandcharacteristicbuilding,publicserviceinfrastructureconstructionandotherissuesandtomakeapredictionofitsdevelopmenttendency,putsforwardsuggestionsonthefutureofMianyangcityplanningandconstructionofsmalltownsandrelatedpolicyadjustment.Forthedevelopment,enhancementofsmalltowninMianyangcityandpromotethesustainabledevelopmentofeconomyandsociety,thesmalltownofthecitytodevelopasmalltownplanningstandardsandtheleaderofMianyangcityscientificdecision-making,andprovidebasicdataandtechnicalsupport.Keywords:Mianyangcity;smalltownplanning;Urbanization第一章绪论近几十年来，随着城镇化的发展，对于小城镇的规划有着十分重要的意义。绵阳市郊区的小城镇在近几年来得到了快速的发展，在城镇发展的过程中，小城镇有着充分的优势，包括小城镇的聚集功能以及其经济方面的辐射能力，能够让农村的劳动力转移出来，同时还可以增加农民的收入等方面的功能，另外小城镇的发展对于整个绵阳市的整体化发展做出积极的贡献，还可以为绵阳市城镇化建设积累经验。党的十六大确立了“要逐步提高城镇化水平，坚持大中小城市和小城镇协调发展，走中国特色城镇化道路”的方针。小城镇的聚集功能、经济辐射功能和吸纳农村富余劳动力、带动农民增收这三大功能得到了一...
