摘 要从历史来看，东南亚海域海盗一直存在，从当前看，该海洋区域的重要航道的平静已经被海盗劫持经由船舶影响。因为现在亚洲东南部地区更加狂暴、更加有目的、有指挥地作案、头目更加有野心，所以现在存在的一个重要问题是，沿岸国家及在贸易上有着切身利益的各国家在保证合作公平正义的前提下应对海盗，并且制定出合理的条件。为了使东南亚水域海盗劫持途径船舶的情形有所改变、保障船公司利益和保护船员的生命安全，本文通过梳理东南亚水域船舶交通特征、归纳不同航线，加上分析不同船舶遭遇海盗袭击的情况、海盗分布情况，探索新形势下国际社会、沿岸国家、船岸管理、船上人员应对等不同层次合力防范和打击海盗的新策略，为东南亚水域船舶的安全航行与运输提供建议和参考。关键词：东南亚，反海盗，船舶交通流AbstractThe problem of piracy in the waters of southeast Asia has a long history. In recent years, the frequent pirate attacks on ships in southeast Asia have seriously endangered the security of the strategic maritime routes in this region.
