It is an effective system to prevent corruption and strengthen financial management of budget units. However ， it has been 13 years since the central bank and the Ministry of Finance jointly held the national official credit card application and Promotion Conference on May 14， 20XX. In practice， the old problems and new problems hinder the development of official credit card.
