The aging of the population in Shanghai is high in degree, fast in speed, old in age and considerable in the number of senior families and solitude. It is estimated that the senior population of Shanghai will reach 4 million in 20 years. 据市政府规划，在“十一五”期间（2006—2010 年）上海将逐步形成“9073”的养老格局，即 90%由家庭照顾，7%享受社区居家养老（照顾）服务，3%享受机构养老服务。目前上海已为 13.5 万在社区养老的老人提供服务，今年将增加到 17 万人次，到 2010 年，享受社区居家养老的人数将扩大到 25 万人；同时养老机构的床位也将增至 10 万张。 According to the Municipal Government’s plan, during the “Eleventh Five-year Plan” (2006 - 2010), Shanghai will gradually establish a pattern of “9073” to provide for the aged.
