工程量清单报价策略研究

工程量清单报价策略讨论卢德林 中华财务会计咨询摘要：基于资金的时间价值并考虑投标竞争环境的影响，利用不平衡方法和 Game 理论提出了工程量清单报价的优化策略。它通过调整单价组合，能够解决承包商在实际投标时最为关怀的，在预期利润不减少时如何降低报价，以提高中标率，以及在报价根本不变时，如何无形提高预期利润增值两种情况。关键词：资金的时间价值；不平衡方法；Game 理论；报价An Offer Strategy on the Bill of QuantitiesLu De-linChina Consultants of Accounting and Financial Management Co.,LTD.，Beijing，100045，ChinaAbstract：Basing on the time-value of the funds and the effect of the competitive tendering environment，and in further using the Front Loaded method and the Game theory，this paper puts forward an offer strategy on the bill of quantities. Through fine-tuning the unit-price combination, it could solve 2 problems that almost all contractors concern about during the tendering period: one is how to decrease the offer, and hence increase the winning probability with the expected payoff un-changed, while the other is how to invisibly raise the profit value when the offer keeps invariant.Keywords：time-value of the funds；the front loaded method；game theory；offer1 引言工程量清单报价在国际工程承包市场上已经运用了多年，早在上世纪 80 年代，我国对利用国外银行或组织贷款的工程，以及大多数采纳 FIDIC 合同条款进行工程管理的工程，在招标时，就开始了工程量清单报价方法的尝试，现在已经正式在全国范围内推广。它的出现，极大地强化了各个投标人之间在实力、信誉以及投标策略和技巧等各方面的竞争，在报价方面，他们的竞争从总价愽弈延伸到了单价比试。因此竞争中，投标人对外必须以自己的估价为根底，结合自身在投标竞争环境中的地位和自己对预期利润的期望值来合理确定自己的报价，目前讨论较多的就是通过预测竞争对手的可能报价，来讨论自己的报价和合同赢得概率之间的相互关系，解决了投标人预期利润期望值最大时的最优报价问题，它们的讨论重点是如何确定最终报价，但没有涉及到单价分析。为适应工程量清单报...
