题 目 对“大学生纳入城镇居民医疗保险”的思考摘 要随着我国教育规模的扩大，大学生群体的数量不断增加，但是一直以来大学生这个特殊的群体就没有自己的医疗保险制度。最初的大学生医疗保险制度是公费医疗制度。建于 1953 年的公费医疗制度，对于满足大学生的健康保障需求和提高大学生身体素质起了举足轻重的作用。然而随着我国经济的发展和卫生体制改革的深入，公费医疗制度的弊端日益显露，比如医疗负担问题、医疗浪费问题严重影响了大学生享受的医疗待遇水平。虽然一些高校为了解决大学生的医疗问题在实行公费医疗的基础上，结合本校情况实行商业保险，但是由于商业保险的性质和国家的不支持，使得改革效果不明显。为了解决大学生的医保问题，减轻学校的负担，国家规定在校大学生全部纳入城镇居民医保。大学生加入城镇居民医疗保险是在新形式下解决在校学生医疗保险问题的大规模投入。关键词：大学生医疗保险；公费医疗；城镇医保IAbstractWith the expansion of the scale of China's education, the number of the student population is increasing, but it has been this special group of college students do not have the medical insurance system.
