摘 要从 20 世纪 70 年代起,随着公共管理新政策的实行和政府体制改革的开始,我国的许多政府的公共部门也已经开始进行改革。公共服务外包无论是在国内还是国外,也已经成为新形势下一种全新的服务模式,这种模式在国外也是得到了广泛的使用,各国都建立了适合自己的公共服务外包体制。政府将一部分公共服务外包给非营利组织或者企业来提供,从公共服务的提供者角色转变为监督者,非营利组织或企业成为代理者,政府利用公共服务外包的这种形式,有效的降低成本并提高了公共服务的质量,这种新模式必将在未来一段时间内持续产生不可预估的影响。当前,我国已经在园林绿化、环境卫生、公共交通、社区服务等多方面实行了外包制度,公共服务效率和品质得到了极大地改善,但与此同时,也产生了一系列新的问题,如政府内部管理不当,引发的管理松散,腐败等行为;外包制度下政府和其他代理方签订合同存在的局限性;在为社会提供服务时相应的考核和激励制度缺乏等问题还没有得到有效的控制和解决。所以较为深入地研究和分析出当前我国的现状以及存在问题并提出相应可行性对策,对于政府提高公共服务质量,提升政府行政能力,具有重大意义。关键词:政府公共服务外包;企业;非营利组织AbstractSince in the 1970 of the 20th century, the operation of new public administration and the movement of Government reform have begun to rise globally, and the public sector in many countries, including my country, has begun to make major changes.
