商业物流网点参与下的扬州洪灾应急物资配送问题研究摘 要本文首先就扬州洪灾具体情况，从扬州应急物流配送设施点与受灾点的分布和扬州应急物资配送组织情况两个方面阐述了扬州洪灾物资配送的现状，指出扬州地方政府在洪灾应急物资调配上存在如下问题：采用传统应急物流方案，忽视商业物流资源对应急救援行动的作用，且救援时仅考虑就近原则进行应急物资配送。然后就商业物流配送中心参与应急救援行动构建了 LAP 模型，求解出受灾点不同分派方案的运作成本，得出商业物流配送中心参与应急救援行动将有利于降低应急物资配送总成本、提高配送效率，并确定了受灾点分派的最佳方案。最后通过老人与儿童占受灾点人口比和受灾点面积等四个指标，使用 TOPSIS 方法，计算出各个受灾点救援需求相对紧迫程度的排序，依据该紧迫程度排序和受灾点分派的最佳方案，得出扬州洪灾应急物流最佳配送路线。【关键词】商业物流网点；扬州洪灾应急物流；应急物流配送To Consider the Research on the Distribution of Emergency Supplies for the Yangzhou Flood in Commercial MaterialsAbstractFlood situation, this paper is the yangzhou from yangzhou emergency logistics distribution facilities and the affected points distribution and yangzhou emergency material distribution organizations of two aspects elaborated the yangzhou flood distribution present situation, points out that the yangzhou local government on the flood emergency supplies allocation problems are as follows: the traditional emergency logistics solutions, ignoring the business logistics resources, the function of emergency rescue and relief when only consider nearby principle of emergency material distribution.
