政府购买服务模式下对大病保险的有效监管研究【摘要】：医疗保障问题一直是民生关注的问题，大病保险是我国政府政府转型成为“服务型政府”的一个重要的尝试。2012 年国家发改委颁布相关文件（《关于开展城乡居民大病保险工作的指导意见》）至今，取得了较为瞩目的成绩，但仍然存在一些“因病致贫、因病返贫”的现象，如何保证、提升和完善大病保险的效果，更好地提升我国居民的医疗保障条件，有效监管称为重中之重的任务。本文介绍了解大病保险的运行机制和发展过程，在理论上探究大病保险的法律属性，最后，在监管的主体、内容段以及方法这四个方面来对我国当前大病保险制度存在的问题进行分析，借鉴研究英国国家的医疗制度，对解决当前大病保险问题提出有效的建议，完善政府购买模式下对大病保险的有效监管。【关键词】：大病保险、政府购买、监管Research on Effective Supervision of Serious Disease Insurance under Government Purchase Service Model[Abstract]: Medical security has always been a concern of people's livelihood.
