I摘 要资源枯竭型城市是自然资源不断枯竭、经济快速衰退的城市，我国前后确定了 44 个资源枯竭型城市，阜新市地处我国东北老工业基地，对我国煤炭资源开发有重要贡献，但随着其煤炭衰竭，阜新市经济发展面临较大的问题。阜新市是我国第一个资源枯竭性城市转型试点城市，在转型道路中其经济一直面临财政眼里大、财政负担大等问题，就阜新经济转型发展而言，长期的财政不稳定、财政结构不合理以及财政上的其他问题明显，将会对阜新本地经济发展造成严重影响，因而提出了推动阜新经济转型中财政对策，为阜新市经济转型提供更多财政支持。本文研究中，将以阜新市经济升级主要方向入手，分析目前阜新市经济升级现状以及经济升级中面临的问题，分析导致阜新市经济升级问题的原因，最后，在结合相关文献和本人理解基础上，给出阜新市经济升级的合理对策，希望对阜新市经济升级和转型提供帮助。关键词：阜新市；转型经济；资源枯竭IIResearch on the Problems and Countermeasures of the Transition Economy in FuxinAbstract The resource exhausted city is a city which has been constantly exhausted in the development of natural resources, and in the city of rapid economic decline, 44 resources exhausted cities have been determined before and after China.
