Keywords: water conservancy and hydropower; Construction management; measures. 中图分类号：TU71 文献标识码：A 文章编号：2095-2104(2025) 一、水利水电工程施工管理的特点 水利水电工程施工管理系统的组成十分复杂,影响因素多变。因此,只有找出工程施工管理的特点，才能在实践中做出科学的工作计划,完成工程施工管理工作。工程施工管理的主要特点如下： 1、不确定性 对工程施工管理的影响因素主要有两类：一类是人为因素,另一类是自然因素。其中自然因素有水文气象、地形地貌、地质构造、土壤类型等因素，水利水电工程的自然因素显得尤为重要,甚至可能决定工程的成败；人为因素主要表现为政治、经济、军事背景及参加施工人员的技术素养、工作态度、协调配合能力等。 2、地区差异大 全国各地存在着一定的社会经济环境差异,甚至在一个县、一个乡、一个村,也存在着不同的社会经济环境。如通常人们所说的施工环境好坏,有的地方工程施工管理容易,有的地方工程施工管理难度大,就包含了不同的社会经济环境这一因素 3、缺少统一的量化标准 由于施工管理的表现形式不同,难以准确判定,给工程施工管理工作带来一定的难度。 二．水利水电工程施工中存在的主要问...
