浅谈建设工程全面造价管理浅谈建设工程全面造价管理 摘要：随着市场经济的不断进展，工程造价咨询行业也逐步的得到进展，由过去的受政府委托行使造价咨询的管理职能逐步转变为面对社会自我承接造价咨询业务的服务职能，真正完善和体现了工程造价咨询是社会中介服务行业的机制。那么在建设工程项目管理中，如何有效的进行工程造价的管理，并在确保工程质量的前提下，降低工程造价，是各级工程造价管理部门以及投资者的一个比较关注的问题。 关键词：工程造价 ；造价管理；控制 Abstract: with the continuous development of market economy, project cost consulting industry has gradually developed from the past, commissioned by the government to exercise cost consulting management function gradually changed to the social self to undertake cost consulting service function, perfect and embodiment of engineering cost consultation is the mechanism of social intermediary service industry. Key words: project cost; cost management; control 中图分类号:TU723.3 文献标识码：A 文章编号： 我国现行的工程造价管理制度是在 20 世纪 50 年代形成的、80年代完善起来的。近几年，在工程造价业务咨询的过程中，全过程造价管理(控制)渐渐地引起了人们的重视。全过程造价管理又称全面造价管理，其基本定义是：有效地利用专业的、技术的专长与方法去计划和控制资源、造价、利润和风险，并使之贯穿于整个项目的始终。目前我们对于造价管理的理解往往只停留在工程预结算上，致使工程造价管理缺乏全面而系统的定位，缺乏全程、全方位动态的管理，尤其是工程造价咨询单位对于工程造价的控制，主要侧重于事后核算，即对竣工结算进行审核，对其它阶段的控制显得较为薄弱，对此本人认为造价咨询单位应根据自身特点，扩大咨询服务面，在探究实践中积极参加造价管理的各个阶段，全面建立和完善全过程造价管理的程序、法律规范及服务内容...
