企业专利信息平台建设方案讨论贺希格玛， 骆广梁（中国航天科工集团第六讨论院 602 所 内蒙古 呼和浩特 010010)摘要：针对企业专利资源开发及专利信息利用，对企业专利信息平台的基本功能、技术路线以及安全保密性要求进行了描述，并提出了适合于创新型企业专利信息利用及管理的专利信息平台建设方案。关键词:知识产权专利信息利用管理平台Research on the Construction Plan of Patent Information Platform for EnterpriseHexigema， Luo Guangliang（602 department of the Sixth Institute of China Aerospace Science and Industry Corp。， Hohhot 010010, Inner Mongolia Autonomous Region)Abstract ： It is described the demand on basic function ， technical course and securitydesign of the enterprise’s patent information platform for the utilization of thepatent information and the exploitation of the patent resources。It is also put forward the construction plan suitable to the patent resource utilization and management of the technology—based enterprises。Keywords:intellectual property ， patent,information ， utilization, management,platform1 引言知识产权作为企业资产的一部分，越来越受到国内各类企业的重视.在企业整体战略部署中,知识产权战略部署是其重要组成部分之一,而非辅助性事务。知识产权包括专利、商标、著作权、商业秘密等权利，其中专利权作为知识产权中重要的保护技术的排他性权利，对于创新型企业而言是最主要的非物质资产。近年来，我国企业纷纷制定符合自身的知识产权战略方案，部署企业知识产权网，提高企业科学技术水平。并且多数创新型企业，已纷纷运用专利策略，努力将经营模式从传统的经营模式转变成适应于目前市场环境的战略性经营模式.本文提出了适用于创新型企业的专利信息平台建设思路及方案,供配置有知识产权机构的创新型企业参考。2 企业专利信息平台建设需求分析企业的经营模式是由一定时期的社会环境性质所确定的。那么企业采纳的经营模式应当符合所处的社会市场环境。也就是说,企业应当随着社会市场环境的变化而改变企业自身的经营模式，否则企业将面临生存危机和进展。例如,我国由最初生产主导经营模式到销售主导经营模式，是根据我国由计划经济模式转...
