京津冀区域间环境协同治理研究分析研究分析 工商管理专业

摘 要京津冀区域间环境协同治理的目标，不是一方政府所能实现，所以就决定了区域间环境治理需多元主体的协同。虽然京津冀区域是我国参与国际竞争和建设现代化的关键地区之一，但区域间环境协同治理的要求与政府区域管理的不协调相矛盾，另外缺少有力的合作机制约束政府、企业及公众的合作行为，使京津冀地区环境协同治理需要解决一些问题。本文以京津冀区域间环境协同治理为出发点，引用了协同治理、生态环境治理等概念，以协同治理和外部性理论为理论基础。根据当前京津冀地区生态环境协同治理的现状，提出了京津冀区域环境协同治理碎片化、主体参与不充分、政策不协同等问题。从缺乏权威的区域环境协同治理机构、京津冀区域间环境协同治理的意识薄弱以及以 GDP 为主的政绩考核机制等方面对京津冀区域间环境协同治理问题进行原因分析。最后提出具体对策，建议从主体多元、建立健全机制、信息共享等方面加强京津冀区域间环境协同治理。关键词：京津冀；区域间；环境治理；协同治理AbstractThe goal of coordinated environmental governance between the beijing-tianjin-hebei region and the beijing-tianjin-hebei region cannot be achieved by a single government.Although the beijing-tianjin-hebei region is China's participation in international competition and one of the key areas of the construction of modernization, but the regional environment of collaborative governance requirements and uncoordinated regional management by the government, the other the lack of strong cooperation mechanism constraint cooperation behavior of the government, enterprises and the public, the beijing-tianjin-hebei region environment collaborative governance needs to solve some problems.Based on the coordinated environmental governance between Beijing, tianjin and hebei regions, this paper introduces the concepts of collaborative governance and ecological environmental governance, which are based on the theory of collaborative governance and externality.According to the current situation of the coordinated management of the ecological...
