观澜河生态文化走廊规划设计国际咨询公告NoticefortheInternationalDesignCompetitionfortheUrbanPlanningofGuanlanRiverEco-CulturalCorridor一、项目背景ProjectBackground龙华新区地处深圳市中北部，东临龙岗，西接宝安、南山、光明，南连福田，北至东莞，总面积175.58平方公里，由民治、龙华、观澜、大浪四个办事处组成。LocatednorthofthecentralShenzhen,westofLonggang,eastofBaoan,NanshanandGuangming,northofFutianandsouthofDongguan,LonghuaDistrictincludesfourlocalcounciloffices,Minzhi,Longhua,GuanlanandDalang，withatotalarea175.58squarekilometers.观澜河位于龙华新区中部，其流域自南往北流经民治、龙华，大浪及观澜，是龙华新区的母亲河。随着经济的快速发展及大量产业及人口的集聚，巨大的环境压力造成了河流水质的严重污染，水量下降等问题，河流的治理及生态环境的恢复成为难题。Locatedinthecentraldistrictarea,GuanlanRiverflowsfromsouthtonorthviaMinzhi,Longhua,DalangandGuanlan,asthemotherriverofLonghuaDistrict.However,therapideconomicgrowthandincreaseofthepopulationhavepollutedtheriver.Andtherestorationoftheriverandtheecoenvironmenthasbecomethemajorissue.随着龙华新区的成立，在新体制、新机制、新优势的发展条件下，新区提出了建设“两区一城”，打造“一中轴九片区”的发展战略。TheestablishmentofLonghuadistrict,alongwiththenewstrategicplanningsystem,hasproposedavisiontowards“TWODISTRICTS,ONECITY”and“NINEAREASWITHONEAXIS”.因应龙华新区行政体系调整、产业功能整合、新的发展定位确立，现龙华新区管委会组织开展观澜河生态文化走廊概念规划国际咨询工作，希望以国际视野和创新理念积极谋划观澜河沿岸的发展蓝图，以此带动观澜河沿岸的城市功能转型和城市空间品质的提升。AsaresponsetotheadjustmentoftheLonghuadistrictadministrationsystem,integrationoftheindustrialfunctionsandestablishmentofthenewdevelopmentdirection,aninternationaldesigncompetitionisjointlyorganizedbytheLonghuaDistrictAdministrativeCommittee.ThecompetitionistodevelopafutureforGuanlanriverfront,withaninternationalvisionandinnovativeideas,whichwillleadatransformationoftheurbanfunctionsandimprovementoftheurbanspace.二、规划范围PlanningScope本次咨询范围包括两个层次，一是对观澜河干流两岸约500－1000米范围内开展沿线概念方案设计，总面积约23.7平方公里；二是在第一层次研究范围内选择重点地区进行城市设计，总面积不小于5平方公里。Theplanningscopeincludestwolevels.Level1istoprovideaconceptualmasterplanalongthevicinityofGuanlanRiverwithin500-1000meters,withatotalareaofabout23.7squarekilometers.Level2istoselectthemajorareaswithintheresearchareaofLevel1,andthenproviderelevanturbandesignschemesontheseareas,withatotalareaofmorethan5squarekilometers.三、咨询方式及规则MeansandRules3.1本次咨询将向全球发布竞赛公告,所有报名单位或联合体需根据咨询文件要求,提交相应的报名材料。Thecompetitionisopentotheworld.Alltheapplicantsshouldsubmittherequiredmaterialaccordingtothedocument.3.2咨询工作分三个阶段进行，第一阶段－资格预审阶段，采取公开报名、资格预审的方式，政府规划主管部门将组织评审委员会对报名单位的公司业绩、设计团队构成等情况进行评选，最终确定8家设计单位入围参加第二阶段竞赛，选出2家备选设计单位，如入围的设计单位退出，则备选单位依序替补；未入围设计单位不允许参加后续的设计竞赛。Thecompetitionwillbeundertakenby3stages.StageⅠforqualificationreview:Bythewayofopenregistrationandqualificationreview,thegoverningdepartmentwillorganizethejurytoreviewonthecompanyachievementsoftheapplicants,compositionoftheteamandetc.Finally,8bidderswillbeselectedtoenterStageⅡand2otheralternativeswillbepickedupincaseanyoftheb...
