摘要当前随着中国经济体制的不断发展，使财务管理的地位更加提高了，同时事业单位的体制改革也对财务管理的要求加大了力度，对当前事业单位财务管理地位及作用的认识，国家对事业单位的财务管理也越来越重视，事业单位的财务管理这几年也发生了很大的变化，同时也存在了一些问题，以及对出现的问题进行认真分析，同时也提出解决问题的对策。事业单位财务管理是指为社会提供公共产品、服务时所耗费无偿性、单一性公众资源过程和结果的经济管理活动，包括部门预算编制、部门预算执行、部门预算评价分析三个阶段和内部控制、资产管理、财务监督等三方面的主要内容。事业单位与企业单位的财务管理相比，有其自身的特点：现阶段事业单位财务管理的重要任务不在于组织和筹集资金，而在于加强预算支出管理和资金管理方面，即用好管好有限的经费，提高资金使用效益，管理的目的就是要达到支出成本最小化，取得社会效益最大化。近年来，我国相继推行了一系列预算管理、国库管理、财政支出等方面的改革，这些改革措施将引起财政预算管理和各事业单位财务活动的重大变革，相应地对单位财务管理也提出了更高要求，但目前事业单位财务管理水平普遍弱化，本文分析了我国事业单位财务管理中存在的主要问题及其形成原因，并通过案例进行实践分析，并就应采取的措施提出几点看法。关键词：事业单位；财务管理；经济体制；资金使用AbstractCurrentwiththecontinuousdevelopmentofChina'seconomicsystem,furtherimprovethefinancialmanagementstatus,atthesametime,thesystemreformofinstitutionstostrengthenthefinancialmanagementrequirements,totheunderstandingofthecurrentpositionandroleoffinancialmanagement,thestateinstitutionsoffinancialmanagementisbecomingmoreandmoreattention,institutionsoffinancialmanagementinrecentyearsgreatchangeshavetakenplace,atthesametimetherealsoexistsomeproblems,aswellastocarefulanalysisoftheproblems,andputsforwardthecountermeasurestosolvetheproblem.Businessunitfinancialmanagementreferstotheprovisionofpublicgoodsandserviceforthesocietywhenfreesex,singlepublicresourceprocessandresultofeconomicmanagementactivities,includingdepartmentbudgetestablishment,departmentbudgetimplementation,evaluationandanalysisonthreestagesandtheinternalcontroldepartmentbudget,assetmanagement,themaincontentofthefinancialsupervisionandsoonthreeaspects.Comparedwiththefinancialmanagementofenterprises,hasitsowncharacteristics:atthisstageoftheimportanttasksofinstitutionsoffinancialmanagementisnotinagroupandtoraisemoney,buttostrengthenthebudgetmanagementandcapitalmanagement,whichisagoodmindthelimitedfunds,improvetheefficientuseoffunds,thepurposeofmanagementistoachievetheminimumspending,toobtainthesocialbenefitmaximization.Inrecentyears,ourcountryhavecarriedoutaseriesofbudgetmanagement,Treasurymanagement,thereformofthefiscalexpenditureandsoon,thesereformswillcausethebudgetmanagementandtheinstitutionreformoffinancialactivities,financialmanagementisalsoputforwardhigherrequesttotheunitaccordingly,butgenerallyweakenedthefinancialmanagementbusinessunitlevel,thispaperanalyzesthemainproblemsoffinancialmanagementinpublicinstitutionsofourcountryandthereasons,andpracticethroughthecaseanalysis,andputsforwardsomeviewsonmeasuresshouldbetaken.Keywords:institution,financialmanagement,economicsystem,capitaluse目录1绪论1.1研究背景1.2研究目的和意义1.32国内外研究现状1.3.1国外研究现状1.3.2国内研究现状2我国事业单位财务管理的特点2.1我国事业单位运作的特点2.2我国事业单位财务管理的特点2.3行政事业单位内部财务控制制度体系的原则2.3.1合法性原则2.3.2有效性原则2.3.3全面性原则2.3.4不相容职务相分离原则2.3.5成本效益原则2.3.6适时性原则3我国事业单...
