陕西省生产性服务业发展的策略研究摘要生产性服务业的发展水平目前已被视为检验一个地区现代化发展的标准。伴随着经济的发展生活水平不断提高，社会分工越来越细化，生产性服务业的发展必将带动经济水平的增长，因此不断推进生产性服务业的发展是提升经济发展的必要前提[1]。近几年，随着服务业的发展速度的不断攀升，其在国民经济中所占的比重日益增长，已在我国经济发展中占据着越来越重要的位置。而生产性服务业作为服务业中重要的组成部分，其对推动经济发展起到了不容小觑的作用。生产性服务业在提升城市的经济发展速度、现代化水平和促进产业结构优化升级等方面发挥着重要的作用，在国际经济趋向于服务型经济的大背景下也起到一定的影响作用[2]。由于陕西的生产性服务业起步较晚，目前仍存在着许多问题，是以我们需要根据实际情况发现并解决陕西省生产性服务业发展中存在的问题。通过大力发展生产性服务业，鼓励传统产业向新兴技术产业升级、合理布置产业格局来推动我省经济发展[3]。本文通过网上查询及查阅著作等方式对比国内外情况发现陕西省该产业存在的问题。从政府扶持、完善人力资本的完善与发展、放宽市场准入政策、扩大需求市场以及协调区域发展得五个方面对陕西省生产性服务业未来的发展道路提出了几点建议，以期更好地使我省生产性服务业健康平稳的发展。关键词：生产性服务业；发展现状；存在问题；发展策略AbstractThedevelopmentlevelofproducerserviceshasbeenregardedasthecriterionfortestingaregionalmodernization.Withrisinglivingstandardsofthedevelopmentofeconomy,socialdivisionoflaborismoreandmorerefined,thedevelopmentofproducerserviceswilldrivethegrowthoftheeconomiclevel,thustopushthedevelopmentofproducerservicesisthenecessarypremiseofeconomicdevelopment.Inrecentyears,alongwiththespeedincreasing,thedevelopmentofservicetradeintheproportionofnationaleconomygrowing,hassetupafileintheeconomicdevelopmentinourcountryoccupiesamoreandmoreimportantposition.Andanimportantpartoftheservices,producerservicestopromoteeconomicdevelopmenthaveplayedanimportantroletobereckonedwith.Producerservicesinpromotingeconomicdevelopmentspeed,thelevelofmodernizationofthecityandpromotetheoptimizationandupgradingofindustrialstructureplaysanimportantrole,inthebackdropoftheinternationaleconomytendstoaservice-orientedeconomyalsoplayedarole.Becauseofshaanxiproductiveserviceindustrystartedrelativelylate,atpresenttherearestillmanyproblems,areaccordingtotheactualsituationweneedtofindandsolvetheproblemsexistinginthedevelopmentofproducerservicesinshaanxiprovince,China.Bydevelopingproducerservices,andencouragetraditionalindustriestotheemergingtechnologyindustryupgrading,thereasonablelayoutofindustrialstructuretopromoteeconomicdevelopmentinourprovince.Inthispaper,throughanonlinequeryandthemethodssuchascontrasttoconsultbooksathomeandabroadsituationfoundproblemsintheindustryofshaanxiprovince.Fromthegovernment'ssupport,perfecttheimprovementofthehumancapitalanddevelopment,easemarketaccesspolicy,expanddemandmarketandcoordinatedregionaldevelopmentinshaanxiprovinceinfiveaspectstoputforwardseveralproposalstotheroadtothefuturedevelopmentofproducerservices,inordertobettermakethehealthyandsteadydevelopmentofproducerservicesinourprovince.Keywords:Producerservices;Currentsituationofthedevelopment;Existingproblem；developmentstrategy一、绪论（一）选题背景生产性服务业作为从传统制造业中划分出来，对工业的制造过程起到维持用途的服务性产业。它在提高陕西省生产总值、提升现代化水平、促进传统企业升级进步、扩大社会就业等方面发挥着举足轻重的作用。陕西省生产性服务业发展的相对滞后，有关政府已开始重视并着手对其发展的未来规划...
