浅析我国铁路总公司运营模式中存在的问题及解决方案Analysestheproblemsexistingintheoperationmodeofrailwaycorporationandthesolution摘要纵观现代化交通运输的发展历程，运营模式对于铁路公司的发展十分重要，不仅能够有效改善我国铁路发展建设经济效益的状况，还能够提高我国铁路总公司的生产效率。但是，自铁路部门“政企分开”之后，结合我国铁路总公司运营的实际情况来看，铁路总公司在运营管理的过程中，还存在着许多的问题，组织结构权责不明、阻碍内部交流协作，市场导向不足，客户需求未能充分满足，货运业务多元化不够，其他非运输业务较少，这些影响着我国铁路事业的健康长远发展。自1825年世界上第一条铁路斯托克顿—达林顿铁路修建以来，铁路的发展历史已经将近200年，铁路公司的存在发展也已经上百年，我国铁路总公司在现阶段存在的运营模式中的问题国外一些铁路公司也曾经历过，吸取国外铁路总公司在面对这些问题中的经验和教训，对于新阶段我国铁路总公司解决运营模式中的问题显得非常重要。结合美国和法国铁路公司的发展经验，针对我国铁路公司运营模式中的问题，我国铁路总公司应优化组织结构，进一步明晰权责划分；同时，提高用工效率，改善运输组织模式；与此同时，创新服务种类，提高服务品质，扩大市场范围，开展多式联运。通过这些措施对于我国铁路总公司运营模式中存在的问题提出相应措施，提高旅客对于铁路服务的忠诚度，促进铁路事业健康发展。关键词：运营模式；多式联运；组织模式；服务创新AbstractThroughoutthedevelopmentofmoderntransportation,operationmodeforthedevelopmentoftherailwaycompanyisveryimportant,notonlycaneffectivelyimprovetheeconomicbenefitsoftheconstructionofrailwaydevelopmentinourcountry,alsocanimprovetheproductionefficiencyofrailwaycorporationinourcountry.However,sincetherailwaydepartmentsafter"separating",combiningtheactualsituationofourrailwaycorporationoperation,railwaycorporationintheprocessofoperationmanagement,manyproblemsstillexist,organizationstructureunclearresponsibilities,hindertheinternalcommunicationcooperation,lackofmarketorientation,failedtofullymeetcustomerdemand,cargobusinessdiversityisnotenough,otherthantransportationbusinessisless,theinfluencethehealthofourcountryrailwayenterpriselong-termdevelopment.Since1825,theworld'sfirstrailwaystockton-darlingtonrailwayconstruction,railwaydevelopmenthistoryhasnearly200years,therailwaycompanyhashundredsofyears,theexistenceofthedevelopmentofourcountryatpresentexistproblemsintheoperationmodeofrailwaycorporationabroadhaveexperiencedsomerailwaycompany,absorbingforeignexperiencesandlessonsofrailwaycorporationinthefaceoftheseproblems,anewstageforChina'srailwaycorporationtosolveproblemsinoperationmodeisveryimportant.CombinedwiththedevelopmentofAmericanandFrenchrailwaycompanyexperience,aimingattheproblemsintherailwaycompanyoperationmode,railwaycorporationshouldoptimizethestructureoftheorganizationinourcountry,furtherclearresponsibilitydivision;Atthesametime,improvelaborefficiency,improvethetransportationorganizationmode;Atthesametime,theinnovationservicetypes,improveservicequality,expandingthescopeofthemarket,carryoutmultimodaltransport.Throughthesemeasuresfortheproblemsexistingintheoperationmodeofrailwaycorporationinourcountryputforwardthecorrespondingmeasurestoimprovepassengerforrailserviceloyalty,promotethehealthydevelopmentoftherailwaybusinessKeywords:Operatingmode;Multimodaltransport;Organizationmode;Serviceinnovation目录摘要..........................................................................................................IAbstract..............................................
