In order to obtain a stable development position in a fierce market environment， small and medium-sized enterprises need to carry out normative management for their internal management environment， especially in the production process， the should actively practice the fine management idea， so as to ensure the effective improvement of production efficiency and quality ， and to support the overall improvement of enterprise management strength， thus to promote the stable development of small and medium-sized enterprises in a brand-new and competitive market environment.
