中 国 石 油 天 然 气 集 团 公 司 HSE 管 理 原 则 CNPC HSE Management Principles 一 、任何决策必须优先考虑健康安全环境 良好的 HSE 表现是企业取得卓越业绩、树立良好社会形象的坚强基石 和持续动力。HSE 工作首先要做到预防为主、源头控制，即在战略规划、项目投资和生产经营等相关事务的决策时，同时考虑、评估潜在的 HSE 风险，配套落实风险控制措施，优先保障 HSE 条件，做到安全发展、清洁发展。 1. HSE shall be the priority in any decision-making Good HSE performance is the firm foundation from which an entity achieves excellence and promotes a desirable social image. The main focus of HSE activities is risk control to prevent incident(s).
