This paper aims to explore the problems facing the reform and development of Shanghai's higher vocational education through studying its development process, and propose further development suggestions. Literature research and case analysis methods were used to study the current situation and future development direction of Shanghai's higher vocational education. The results show that Shanghai's higher vocational education has played an important role in promoting economic development and improving employment capabilities, but there are still many problems. Among them, the optimization and improvement of discipline setting, teacher team construction, and management concept are needed. Therefore, it is recommended to focus on discipline construction, strengthen teacher training, promote school-enterprise cooperation, and continuously optimize the management concept according to market demand to improve the development level of Shanghai's higher vocational education.Keywords:Shanghai, higher vocational education, problems of reform and development, development suggestions.
