摘 要政府职能转变是我国当代社会转型时期所面临的重大现实问题,经济法的调整对象是政府干预和管理经济过程中所产生的社会关系,在这些社会关系中,政府与市场的关系又构成了我国经济法要研究的一个中心问题。本文分析了我国政府在调控中角色错位与失位表现:一是调控手段不当,二是调控政策目标相互冲突,三是地方政府对调控政策的执行力不够,同时指出房价居高不下和宏观调控效果不佳的原因。针对如何让房地产宏观调控中政府的角色更加合理化、规范化,提出了调整和规范政府角色的政策建议,即从经济调控、法律调控、推动地方政府落实调控政策、转变政府职能四个方面进行调控。本研究对我国房地产业进行宏观调控,使其长期持续、健康、稳定地发展,对于全面建设小康社会,构建社会主义和谐社会都具有十分重要的意义。关键词:市场调控;政府;房地产AbstractThe transformation of government functions is in the social transformation period in China are facing major problems, the adjusting object of economic law government intervention and economic management is generated in the process of social relations, the social relations, the relationship between government and market and the composition of the economic law of our country to study a central problem.This article has analyzed our country government in the regulation of role malposition and loss of performance : one is the control means two is improper, regulatory policy goal conflict, three is a local government to control policy executive power is insufficient, also pointed out that the high prices and macroeconomic regulation and control effect of poor reasons.
