摘 要翰林院是古代最具代表性的中央秘书机构,萌芽于汉代,唐代以后迅速发展,明清时期成熟。三个时期的不断发展,形成了较完善的翰林秘书制度。明初翰林院经历洪武时期沿置、建文时期改革和永乐时期的强化,其建构基本成熟。人员职能分配科学,组织架构合理;人才选拔培训结合科举制,提高了官员的综合素质;实施人才储蓄制度,挖掘人才潜力转变职能。明初翰林院三方面的沿革创新对现代秘书行业发展产生启示,针对现如今秘书行业工作效率低下、人才素质参差不齐以及秘书人员后续发展疲软等问题,可以从精简机构设置、完善选拔储育制度、创新职能分配与转变等方面进行改革,以促进秘书行业的发展。关键词:翰林院;明代秘书机构;现代秘书发展1AbstractHanlin academy is the most representative Central Secretariat in ancient times.
