农民工养老保险制度运行困境及其破解摘要：对现阶段农民工的基本特征和农民工养老保险制度的运行现状进行分析后,看出农民工养老保险制度仍存在体系残缺、权责模糊、待遇水平低、保险关系转移接续困难、社会保障权益存在缺失,农民工养老保险制度在运行过程中长期面对一系列困境,这一问题值得重视并亟待解决。关键词：农民工，养老保险制度，运行困境，The Operating Dilemma and Solution of the Old-age Insurance System for Peasant WorkersLi xue-yingAbstract：Based on the analysis of the basic characteristics of peasant workers and the operation of the old-age insurance system, the author finds that the old-age insurance system for peasant workers still has some defects, such as incomplete system, vague rights and responsibilities, low treatment level, difficulty in transferring and continuing insurance relationship, and lack of rights and interests in social security, The old-age insurance system for peasant workers faces a series of dilemmas for a long time during its operation, which is worth paying attention to and need to be solved urgently.Key word：Peasant Workers, Pension Insurance System, Operational Difficulties 一、问题的研究（一）研究目的:农民工养老保险是指国家依据相关法律法规，为确保农民工的基本生活保障而建立的一种社会保险制度。农民工个人缴费和用工单位缴费以及政府财政收入共同构成了农民工养老保险发放金额。从相关优惠政策来看，农民工加入养老保险行列后，可以在退休时享受更多的养老金权益。农民工是改革开放后经济发展特有的一个群体，这个群体具备较强的流动性、自我保护意识差、就业不完善等特征。如何将农民工养老问题纳入国家社会保障体系，这是目前我国面临的主要难题。近年来，国家对农民工的社会养老保险工作非常重视，制定了不少保护农民工合法权益的政策，但目前我国农民工群体养老保险制度仍存在着体系残缺、权责模糊、待遇水平低、保险关系转变较为困难，导致农民工没有享受到社会养老保险制度福利。（二）研究意义通过对农民工养老保险制度运行困境及其破解这个课题的研究，理论上，实践上有利于充分保障农民工的...
