That will certainly cause misunderstanding. Besides, tones of different voice can a lso mean difference. For instance,“London bridge is falling down, falling down, my fair Lady”,“London bridge is falling down!”you are excited, again“London bridge is falling down, f alling down, my fair Lady”,“London bridge is falling down”you are so sad, right?
