合肥服务外包产业存在的问题及对策分析研究 人力资源管理专业

摘 要随着全球价值链分割和重组的日益强化，合肥作为重要的内陆省份，交通发达、基础设施较为完善且人力资源丰厚，具备承接服务外包的潜在优势。当前，合肥正处于社会转型的关键时期。迫切需要突破原有经济发展的瓶颈。服务外包是高端服务业的发展，具有低污染、低能耗的优势，高附加值，合肥服务外包转变经济增长方式的发展，调整产业结构，提高科技水平，必须加快转型发展的重要战略意义。与之相反的是现有服务外包产业并未明显带动合肥经济的增长，除了发展的基础相对薄弱，开放度较低的现实以外，合肥承接服务外包呈现出规模较小发展不平衡、缺乏品牌效应且中高端人才匮乏的现象。在此背景下，如何科学合理的分析哪些因素影响合肥承接服务外包，突破合肥省服务外包发展瓶颈就显得十分重要。关键字：合肥；服务外包产业；发展瓶颈；经济转轨AbstractWith the increasing segmentation and reorganization of global value chains, Hefei is an important inland province with well-developed transportation, well-established infrastructure and abundant human resources, which has potential advantages in undertaking service outsourcing.
