密尔代议制政府理论研究分析 行政管理专业

摘要约翰·密尔是十九世纪英国杰出的政治思想家，他深受英国社会变革及各种社会思潮的影响，形成了系统的代议制政府理论。密尔站在现实主义的立场上得出理想的政府形式是代议制政府的结论，并指出政府形式在一定条件下是个选择问题。在选举方面，为避免多数滥用政治权力，密尔主张扩大选举权并给予妇女以投票权，同时又极具精英主义色彩地提出“复数投票原则”。在代议制政府的组织形式方面，密尔划分了议会和政府的权限，指出议会的职权应限于监督和控制政府，行政部门处理行政事务应设立相应的委员会，密尔还主张给予地方政府充分的自治权，合理划分中央政府与地方政府的职责，在人员设置上主张任用具有专业技能和知识的文官。密尔的代议制政府理论不可避免地具有一定的局限性，但仍对当代研究议会制政府具有重要指导意义。关键词：密尔；代议制政府理论；研究AbstractJohn Mill was an outstanding British political thinker in the 19th century. He was deeply influenced by the social changes and various social trends of thought and formed a systematic theory of representative government. From the standpoint of realism, Mill draws the conclusion that the ideal form ofgovernment is representative government, and points out that the form of government is a question of choice under certain conditions.
