农村合作医疗制度的问题及对策分析研究——以咸阳市为例 行政管理专业

摘 要我国传统农村合作医疗制度，初期在维护农民的健康、满足农民医疗的基本需求、减轻农民的医疗负担中发挥了重要的作用。但随着我国经济的高速发展，城乡差距不断拉大，贫富差距也日益变大。而农民“因病致贫，因病返贫”的现象时有发生，进一步加剧了这一局面，阻碍了全体人民“小康梦，中国梦”的实现。为解决这一问题，我国在 2003 年，推出了由政府组织、引导、支持，农民自愿参加，个人、集体和政府多方筹资，以大病统筹为主的农民医疗互助共济制度，即新型农村合作医疗制度。新制度的推出对农民抵御重大疾病，推进城乡医疗平衡，减轻农民的医疗负担，进而促进农村经济发展具有重要意义。本文研究的目的是通过对陕西省咸阳市新型农村合作医疗制度运行现状进行研究为咸阳市相关部门提供可行性的意见和对策，从而完善和加强咸阳市新型农村合作医疗制度的实施和发展。关键词：新型农村合作医疗制度；对策；咸阳市AbstractChina's traditional rural cooperative medical system, initially in the maintenance of farmers' health, the satisfy of their basic needs and the reduce of medical cost played an important role. However, with the rapid development of China's economy, the gap between urban and rural areas has been widening, the gap between rich and poor is also growing. The phenomenon of peasants' "suffering from poverty due to illness and returning to poverty" has further exacerbated this situation, what’s worse, it hindered the realization of " the well-off dream, the Chinese dream" of all the people.
