第1页共9页编号：时间：2021年x月x日书山有路勤为径，学海无涯苦作舟页码：第1页共9页纺织品出口临时管理办法（暂行）（中英对照）阅读：时间：2006-6-516:27:40编辑：珠三角纺织品出口临时管理办法（暂行）ProvisionalMeasuresGoverningExportationofTextiles(Interim)中华人民共和国商务部令二〇〇五年第13号DecreeNo.13oftheMinistryofCommerceofthePeople'sRepublicofChinain2005《纺织品出口临时管理办法（暂行）》已经2005年6月7日商务部第10次部务会议审议通过，现予公布，自2005日起施行。部长：薄熙来二〇〇五年六月十九日ProvisionalMeasuresGoverningExportationofTextiles(Interim),reviewedandadoptedbythe10thMinistry'sMeetingoftheMinistryofCommerceonJune7,2005,isnowpromulgatedandshallenterintoforceasofJuly20,2005.MinisterofCommerce:BOXilaiJune19,2005第一条根据《中华人民共和国对外贸易法》和《中华人民共和国行政许可法》，为加快我国纺织品出口增长方式转变稳定纺织品出口经营秩序，制定本办法。Article1.ThemeasuresisformulatedinthelinewiththeprovisionsoftheForeignTradeLawofthePeople'sRepublicofChinaandtheAdministrativeLicensingLawofthePeople'sRepublicofChinatoacceleratethetransformationofthewayofgrowthofthecountry'stextilesexportandstabilisetheorderoftextilesexportation.第二条商务部负责全国纺织品出口临时管理工作，并根据工作需要会同海关总署和质检总局制定及调整《纺织品出口临时管理商品目录》（以下简称《管理商品目录》）。Article2.TheMinistryofCommerce(MOFCOM)isresponsiblefortheprovisionaladministrationofthecountry'stextilesexportationandshall,togetherwiththeCustomsGeneralAdministrationandtheAQSIQ,designandmakeadjustmenttotheCatalogueofCommoditiesofTextilesforExportationSubjecttoProvisionalAdministration(hereinafterreferredtoasthe“CatalogueofCommoditiesSubjecttoAdministration”inlinewithworkingneeds.商务部授权各省、自治区、直辖市、计划单列市、新疆生产建设兵团及哈尔滨、长春、沈阳、南京、武汉、成都、广州、西安商务主管部门（以下简称各地商务主管部门）负责本地区纺织品临时出口许可管理工作。TheMOFCOMauthorisescommerceauthoritiesofvariousprovinces,autonomousregions,municipalitiesdirectlyundertheadministrationoftheCentralGovernment,citieslistedseparatelyundertheCentralGovernment,XinjiangProductionandConstructionFormationandincitiesofHarbin,Changchun,Shenyang,Nanjing,Wuhan,Chengdu,Guangzhou,andXi'an(hereinafterreferredtoas“localcommerceauthorities”)toberesponsiblefortheadministrationoftemporaryexportlicensesoftextileswithintheirrespectiveregions.质检总局根据商务部的建议，授权上述部门负责有关纺织品临时出口的原产地证书签发工作。TheAQSIQshall,onthestrengthofrecommendationsgivenbytheMOFCOM,authorisetheabove?mentioned第2页共9页第1页共9页编号：时间：2021年x月x日书山有路勤为径，学海无涯苦作舟页码：第2页共9页agenciestohandletheissuanceofcertificatesofplaceoforiginoftextilesforexportation.第三条《管理商品目录》的制定及调整由商务部、海关总署和质检总局以公告形式对外公布，发布内容包括涉及的产品类别及其税则号、涉及的国家或者地区、实施时间范围和许可总量等。Article3.ThedevelopmentofandadjustmenttotheCatalogueofCommoditiessubjecttoAdministrationshallbepublishedbytheMOFCOM,CustomsGeneralAdministrationandAQSIQintheformofpublicnotice,involvingitemsincludingproductcategoriesandtarifflinesconcerned,countriesorregionsconcerned,timeanddurationofimplementation,totalvolumeallowedbythelicenses,etc.第四条本办法出口国指最终目的国（地区），加工贸易出口指实际报关出口国（地区）。有关转口贸易管理，不适用本办法。Article4.Exportingcountriesmentionedinthissetof...
