我国基层工会的职能履行问题研究摘要经济的不断发展，带动了工会组织的壮大。工会不仅从内部进行了改革，同时也考虑了外部市场经济的需求，全面推动中国工会组织发展的进步。但因社会体制因素，工会在履行自身职能上存在种种问题。本人以基层工会职能履行为视角，对我国基层工会职能履行的相关概念进行界定，对基层工会职能的理论基础进行阐明，建构了与我国基层工会职能相匹配的理论框架，分析其职能履行存在的问题，找出原因，给出行之有效的对策和建议。第一，主要阐述研究背景、目的及意义，接着介绍本文的研究方法、思路和主要研究内容，同时对国内外相关研究进行综述。第二，对工会、基层工会、工会职能、基层工会职能及基层工会职能履行的相关概念进行了界定，对有关理论基础进行了分析。第三，对我国基层工会职能履行的主体、内容、方法、环境、保障等进行了分析，从而建构我国基层工会职能履行的理论框架，并对这一理论框架进行了理论论证和事实论证。第四，分析我国基层工会职能履行现状，尤其是对我国基层工会职能履行过程中出现的问题进行分析，并进一步分析问题产生的原因。第五，对我国基层工会职能履行存在的问题提出相应的对策建议，主要包括加强工会干部队伍建设、健全工会职能内容建设、改善职能履行途径、积极适应当前社会环境和不断强化组织体制保障等。关键词：工会，基层工会，职能履行AStudyonFunctionalPerformanceofGrassrootsTradeUnionsinChinaAbstractPrimarytradeunionasanimportantpartofthetradeunionorganizationsystem,asatradeunionorganizationstoperformthefunctionsofforward,tofacenotonlydealwithallkindsofproblems,alsowanttofindoutintheproblemsolvingasuitableforChina'seconomicandsocialdevelopmentoftheunionroad.HimselfintheperspectiveofbasiclevelLabourunionfunctiontoperform,toourcountrybasiclevelLabourunionfunctionperformedbydefiningtherelatedconcepts,toillustratetheoreticalbasisofthefunctionsofbasic-leveltradeunion,constructthetheoryframeofbasiclevelLabourunionfunctiontoperforminourcountry,andanalysisofbasiclevelLabourunionfunctioninperformanceoftheexistingproblemsandreasons,effectivecountermeasuresandSuggestionsaregiven.First,tointroducetheresearchbackground,purposeandresearchsignificance,andexpoundedinthispaper,researchmethods,ideasandcontent,atthesametimefromtheunionfunctionstoperformontherelatedresearchbothathomeandabroad.Second,therelatedconceptsoftradeunion,grass-rootsaredefined,andthetheoreticalbasisisanalyzed.Third,toourcountrybasiclevelLabourunionfunctionperformancetodeterminethemainbody,content,method,environment,expectationsoffunctionstoperformtheanalysis,soastoconstructthetheoreticalframeworkofourcountry'sbasiclevelLabourunionfunctiontoperform,analysishowtofullyrealizethefunctionofbasiclevelLabourunioninChinatoperform,andcarriesonthetheoreticalargumentsandfacts.Fourth,toourcountrycurrentsituationofbasiclevelLabourunionfunctiontoperform,especiallyforourcountry'sbasiclevelLabourunionfunctionanalysisappearintheprocessofimplementationproblems,andfurthertoanalyzethecausesoftheproblem.Fifth,toourcountrybasiclevelLabourunionfunctionperformanceoftheexistingproblemsputforwardthecorrespondingcountermeasures,includingstrengtheningtheconstructionoftradeunioncadres,improvethecontentoftheunionfunctionconstructionandimprovefunctionalperformanceoftheway,activelyadapttothecurrentsocialenvironment,strengtheningorganizationguaranteeandsoon.Keywords:tradeunions,grassrootstradeunions,functionperformanc目录摘要......................................................................IAbstract.............................................................II第一章引言...
