INTERNATIONAL DAIRY AGREEMENT 编者注:《国际奶制品协议》是世界贸易组织管辖的诸边贸易协议,协议的宗旨是在市场条件尽可能稳定的条件下,以进出口国家互利为原则,扩大奶制品贸易及其自由化,促进发展中国家的社会和经济的发展。因参加方太少,协议无法履行而于1997 年底废止,协议的职能由世界贸易组织农业委员会和卫生与植物卫生措施委员会承担。The Parties to this Agreement, Recognizing the importance of milk and dairy products to the economy of many countries in terms of production, trade and consumption; Recognizing the need, in the mutual interests of producers and consumers, and of exporters and importers, to avoid surpluses and shortages, and to maintain prices at an equitable level; Noting the diversity and interdependence of dairy products; Noting the situation in the dairy products market, which is characterized by very wide fluctuations and the proliferation of export and import measures; Considering that improved cooperation in the dairy products sector contributes to the attainment of the objectives of expansion and liberalization of world trade, and the implementation of the principles and objectives concerning developing countries agreed upon in the Tokyo Declaration of Ministers dated 14 September 1973; Determined to respect the principles and objectives of the General Agreement on Tariffs and Trade and, in carrying out the aims of this Agreement, effectively to implement the principles and objectives agreed upon in the said Tokyo Declaration; 认识到牛奶及奶制品对很多国家经济(生产、 贸易和销售)的重要性;认识到为了生产者和消费者、 出口者和进口者的共同利益而避免过剩和短缺,以及把价格稳定在公平的水平上的必要性; 注意到奶制品的品种的繁杂以及它们之间的相互依赖关系;注意到以大幅度波动为特点的奶制品市场的状况以及进出口措施的增多;考虑到改进奶制品部门的合作,有助于扩大世界贸易及其自由化的实现亦有助于...
