摘 要党的十八大提出要形成“党的领导、政府负责、社会协同、公众参与、法治保障的社会管理体制”,党的十九大上中央政府进一步提出要“打造共建共治共享的社会治理格局”。这些都在预示着我国面临日益复杂的社会形势,对于社会事务的处理不能单靠政府的一己之力,需要积极引进其他治理主体,充分发挥其他治理主体的特长共同完成对社会事务的治理,同时对于治理之后的成果政府与各个参与治理的主体之间共享。本文在梳理了合作之力的概念和相关理论的基础上以广州市的城市建设为例,描绘了广州市政企合作和全民参与合作治理模式的共享愿景。同时探讨了广州市在政企合作和全民参与合作治理的框架和协同推进复合治理机制,希望通过广州市的合作治理经验能够对于其他城市的合作治理提供一定的借鉴。关键词:合作治理;政企合作;全民参与;广州市IAbstractThe Eighteenth National Congress of the Communist Party of China proposed to form a "social management system of the Party's leadership, government responsibility, social coordination, public participation and legal protection". At the nineteenth National Congress of the Communist Party of China, the central government further proposed to "build a social governance pattern of co-construction, co-governance and sharing". All these proposals indicate that our country is facing an increasingly complex social situation. We should not rely solely on the government to deal with social affairs. We need to actively introduce other governance subjects and give full play to the expertise of other governance subjects to accomplish the governance of social affairs together. At the same time, we should share the results of governance between the government and the main bodies involved in governance.
