I我国猪肉监管制度初探摘 要中国是世界上最大的猪肉生产国和消费国。然而近年来,频发的问题猪肉安全事件暴露除了政府监管的盲区和问题。本文通过对于我国现行猪肉监管体系的分析,针对有关猪肉监管的法律法规可操作性低,执法部门权限划分不清、监管力度不足,缺乏技术手段,正规操作难以实现等问题,剖析出研究起步较晚,法律监管机制不完善,养殖户的安全意识浅薄,处罚力度轻等问题原因,对完善我国猪肉安全监管提出针对性措施:健全法律法规,形成全方位的法律体系;重点监管加强对猪肉制品安全源头的监管;推进猪肉供应链可追溯体系,建立有效的召回制度;建立监管信息平台,加快行业协会的建设步伐。:一、健全法律法规;二、规范标准体系;三、加强对猪肉制品安全源头的监管、四、整合资源,提高效率;五、加快行业协会的整合和建设步伐;六、继续贯彻和完善猪肉安全行政问责制度;七、推进猪肉供应链可追溯体系建设;八、建立肉类食品安全监管信息平台。关键词:瘦肉精;监管;饲料 II我国猪肉监管制度初探AbstractChina is the world's largest producer and consumer of pork. In recent years, however, frequent incidents of pork safety have exposed the blind spots and problems of the government regulation.This paper puts forward some Suggestions on improving following problems of safety supervision of pork in China.In the process of breeding,they abuses animal drugs and evades quarantine;In the process of slaughtering,the slaughterhouse is not centralized and the management system is not perfect .What’s more,local protectionism hampers enforcement.In the process of transportation links,poor management of food storage and transportation facilities leads to secondarypollution of pork.In the process of sales,the safety inspection of the quarantinedepartment adopts the procedure of "visual inspection", and the long time of large-scale market testing results in the inspection of the industry and Commerce Department byexperience.To perfect our country pork safety supervision ,I offer some proposals:1.per...
